NFHS Soccer Rules Changes 2010-2011
These are the most recent changes to NFHS rules as passed at the annual rules meeting in January.
2010-11 Soccer Rules Changes
3-3-1c (new): Time for Substitutions: either team may substitute an unlimited numbers of players from the bench:
a. between periods;
b. when a goal is scored;
c. when a player is injured and removed from the field.
3-3-1c3: Any player who exhibits signs, symptoms or behaviors consistent with a concussion (such as loss of consciousness, headache, dizziness, confusion, or balance problems) shall be immediately removed from the contest and shall not return to play until cleared by an appropriate health-care professional. (Please see NFHS Suggested Guidelines for Management of Concussion).
4-1-1b: Beginning with the 2012 fall season, the home team shall wear solid white jerseys and solid white socks, and the visiting team shall wear dark jerseys and socks. Prior to and during the game, jerseys shall be tucked into the shorts, unless manufactured to be worn outside.
4-1-1i1: Beginning with the 2012 fall season, all jerseys, shall be numbered on the back with a different Arabic number at least 6 inches in height and on the front (jersey or shorts) with the same number which shall be at least 4 inches in height. Numbers shall be of contrasting color to the jersey (or shorts) and clearly visible.
4-1-1i2: Only those names, patches, emblems, logos or insignias referencing the school are permitted on the team uniform, except as in 4-1-1 (d), (f) and (g). The player's name may also appear on the team uniform.
4-2-1c: Hard and unyielding items (guards, casts, braces, etc.) on the hand, wrist, forearm, elbow, upper arm or shoulder unless covered, and must be padded with a closed-cell, slow-recovery foam padding no less than ˝-inch thick.
4-2-5: Artificial limbs, which in the judgment of the state high school association are no more dangerous to players than the corresponding human limb and do not place an opponent at a disadvantage, may be permitted. Upper limb prostheses and above-knee leg prostheses are discouraged. Hinges shall be lateral and covered by suitable material. All permissible artificial limbs must be padded with a closed-cell, slow-recovery foam padding no less than ˝-inch thick.
5-3-2i (new): Instruct the timer to correct the clock, when necessary.
15-1-3: While a throw-in is being taken, an opponent shall neither interfere with, nor in any way impede, the actions of the thrower, and shall stand at least two yards from the point at which the throw-in is being taken. PENALTY: An official shall administer a caution for unsporting conduct.
18-1-1v (new): MISCONDUCT – Any of the actions by players, substitutes and bench personnel that results in yellow and/or red cards being issued.
NFHS Official Soccer Signals: The NFHS Official Soccer Signals have been modified to reflect common practice.

URGENT From the Commissioner!!! 4/2/09
Once again I want to address your responsibilities as officials receiving high school assignments through RSRA.
#1. We have a contractual commitment to our schools to provide the required officials to each game.
#2. When you accept a game through Arbiter, you have committed to RSRA that you will meet said obligation.
#3. If you have a situation arise that makes it impossible for you to meet a game commitment, you have the additional responsibility of letting the assignor and/or your partners…….AS SOON AS YOU KNOW YOU CAN'T MAKE IT TO THE MATCH.
Commencing immediately:
#1. The Center Referee for Varsity Matches WILL CONTACT his crew members NOT LATER THAN 24 HOURS prior to match time and will receive confirmation by email or phone that they will be at their assigned matches.
#2. The first listed Official on a JV match WILL CONTACT his partner NOT LATER THAN 24 HOURS PRIOR to the match time and will receive confirmation by email or phone that they will be at their assigned matches.
Note: The key point is that ALL officials need to be clear about their and their partners commitment.
#3. If confirmations listed above are not completed by 11PM the night prior to a match, the CR and JV lead official will pen an email to Barbara so that she can start the process of replacing officials who have failed to confirm.
Note: The 11 PM time should give folks plenty of time in the evening should they have a varsity match that night and had not previously confirmed. Additionally, it gives Barb a heads up that night (if she is still up) or first thing the next morning so she might try to contact the officials and/or replace them.
#4. If an official has not confirmed by noon the day of the match, he/she will be removed from the match whether or not Barbara can contact him/her. If that person shows up at the match and a replacement, having been assigned, is also there, the replacement official will officiate the match(s).
It's pretty simple folks: "EMAIL OR CALL YOUR PARTNERS AND GET A CONFIRMATION."
Additionally, I will be revisiting with the BOD a "Fine" policy for officials who: #1. Don't follow the confirmation policy and, #2 For officials who miss matches without notification to the assignor.
LASTLY: Phone numbers for your partners are on the individual assignment schedule in Arbiter. Copy the Arbiter schedule or copy the numbers (and emails) so if you are delayed on route, you can call your partner and let him know where you are and when you will arrive.
Pregame Script: 2/12/09
Start Pregame Conference No later than 5 Mins. Prior to Kickoff.
Benchs on Opposite Sides, meet at mid-field.
Benchs on same side, meet between benches at halfway line.
Head Coaches MUST be present.
Short and Sweet: Should last no longer than 2 minutes:
Recommended Topics:
1. Length of Halves, Length of Overtime.
2. Emphasize sportsmanship by all involved: Players, Coaches, Fans, and Officials.
3. Note that Taunting will result in Ejection with no substitution.
4. Note that Excessive celebration will result in Ejection with substitution.
5. Ask Coach to confirm that his players are properly equipped.
6. Conduct coin toss.
VHSL GUIDELINES
1. The CR for high school 3-man crews will call his two partners
not later than 24 hours prior to game time to confirm the time,
location and assignment of partners for both JV and varsity games as
applicable.
For two-man assignments, the first official listed in Arbiter
will make the call.
If you are the JV official or AR in a 3-man crew or 2nd man listed for
a 2-man crew and don't receive a call from the CR or your 2-man
partner by the night before, you should initiate a call.
After the game, the center referee, or lead referee for a 2-man
game, must make a game report in the Arbiter system in
order to be paid for the game.
GAME ADMINISTRATION NOTES:
1. You must get a game roster from each team!!!
2. You must inform BOTH coaches of the cause for Cautions and Reds.
3. You must make sure coaches know if you are giving a "Hard Red"
-- ejection or a "Soft Red" -- 2nd yellow card.
4. YOU MUST CALL THE COMMISSIONER WHEN YOU HAVE EJECTED SOMEONE.
THAT CALL NEEDS TO BE MADE THE NIGHT OF THE GAME AND PROVIDE:
- TEAM, PLAYER NAME, PLAYER NUMBER, TIME OF EJECTION, TYPE OF
MISCONDUCT, AND A BRIEF SUMMARY OF THE INCIDENT
- THE VERY NEXT MORNING, THE COMMISSIONER NEEDS AN EMAIL OR FAX
WITH ALL THE ABOVE AND A MORE DETAILED SUMMARY.
